Richard Garcia was born in Gibraltar. After reading English and Spanish at the Universities of Birmingham and Salamanca, he worked as a civil servant, and eventually retired after 34 years service as Chief Secretary of the Government of Gibraltar and head of the civil service. He has researched into and published widely in journals in Gibraltar, the United Kingdom and Spain on Gibraltar philately. He is now concentrating on Gibraltar’s social history, on which he has published several books. He is married, with three children.
